Thinks critically: A great public leader is an effective decision maker and problem solver. He or she also comes up with creative ideas for projects and devises sensible solutions. A great public leader advocates careful analysis and evaluation before implementing policies and decisions.

A good public leader listens well to the needs and concerns of his or her constituency and communicates issues clearly to concerned parties.
